马里投资环境介绍

Country overview: Mali is located in West Africa. It is landlock sharing borders with seven countries (Algeria, Ivory Coast, Burkina Faso, Senegal, Guinea, Mauritania, and Niger). It gained independence from France on 22 September 1960. Its capital is Mali with 10 Administrative regions. It is a semi- presidential republic with President sitting as Head of State and Prime Minister as Head of Government. It runs a unicameral national assembly as the legislative arm of the government. Official language is French but other popular local language of Bambara is common. Islam is the predominant religion along with other religions ( including Christianity and traditional religions). The legal system is modelled after French civil law and some customary law. It has an area size of 1.24 million sq km. Mali belongs to West African Economic and Monetary Union (WAEMU), which require the country to maintain regulated tariff structure. Goods produced in the Union are exempt from import tax.
Demographic Information: Mali has an estimated population of 19.56 million comprising mostly of younger population (less than 25 years) which makes up about 66.7% of the population, those in the age bracket of 25-64 years makes up  about 30.3% of the population and above 65 years age group makes up about 3.0% of the population. Average population density is estimated at 17 inhabitants/km2. In terms of human development indicators, it has a life expectancy of 63.9 years (Women) and 59.4 years (Men). It achieved universal primary education with a 75.6% Primary enrolment rate in 2018 and overall literacy level of 35.5% as at 2018.
Broad Economic Overview: Mali economy is heavily reliant on few natural resources (gold, bauxite, kaolin, salt, phosphate, limestone, and iron) and agriculture. Agriculture makes up almost 40% of the country’s GDP and 65% of its workforce. Gold exports account for 14% of GDP and 70% of goods export.  It is Africa’s 3rd largest producer of gold and 2nd cotton producer in Africa with more than 500,000 tonnes / year. Other agricultural produce include rice, millet, corn, vegetables, tobacco, tree crops and livestock.  Mali’s economy has remained resilient despite political and security situation following 2015 peace accord occasioned by clashes between the separatists and pro-government militias as well as al-Qaeda–linked militants’ activities in the norther part of the country.  The country recorded 5.1% real GDP growth (driven by good gold and cotton production) in 2019 having achieved a 5.9% compound annual GDP growth in the past 5 years. Its currency is the CFA franc which is pegged to the euro and has maintained stable inflation rate over the past years.  Main export includes cotton, gold and livestock. Major imports include petroleum product, foodstuffs, Consumer goods, textiles, machinery and equipment and construction materials.
Investment opportunities: Malian government adopted a National Strategic Framework for Economic Revitalization and Sustainable Development 2019–23 aimed at achieving strong, sustainable, broad-based, and pro-poor economic growth, through a private-sector led structural transformation of the economy on the back of large-scale infrastructure investments in energy, transport, and agriculture and the creation of an enabling business environment. It is currently working to implement the Plan for Public Finance Management Reform 2017–21 aimed at improving public finances and debt management. The country is subject to frequent terrorist attacks and increasing inter-ethnic violence but the government recently passed the National Accord Law and launched the Inclusive National Dialogue, aimed at calming the social climate and finding solutions to the current crisis. Progress has been achieved on security fonts thanks to the 2015 peace accord. There are investment opportunities in the following sectors: Agriculture, Livestock, Energy, Transport, and Infrastructural sectors.
